You might if the sentence that follows the colon is a complete sentence, or as has been mentioned, the word following is a proper noun. Otherwise, you don't need to capitalize.

No, a colon is used in a continuing sentance, with the same subject. Unless it's the name of a person, or specific place (ex. Rome, Main Street, etc.) or thing (ex. Statue of Liberty), you don't need to capitalize.
