The *only* time you can get pregnant is when you ovulate. The reason is that if there's no egg, you can't conceive! No egg, no pregnancy. I assume you know better than the stork stories.
If you have *discharge*, it is a sign of a disease or some problem. It would not be stretchy I assume you are referring not to a "discharge" but to cervical fluid. This is created by the cervix (opening to the uterus) and slowly makes its way down to your vaginal opening during the day as a result of gravity.
Cervical fluid that is very wet, clear, and stretchy is a sign that you are very fertile--in other words that you will ovulate in the next day or few days. You probably ovulate the day *after* the *last* day of this fluid, so it is the ideal time to have sex in order to get pregnant. (Since the egg only lives for a few hours after ovulation, but sperm can live up to 3-5 days in the female body, you need to have sex *before* ovulation in order to get pregnant.)
Semen will leak out after sex, but it will *not* be clear and stretchy. It should be pretty easy to distinguish between the two.

Ok wait a sec. Ovulation does not always occur 2 weeks after the start of your period. That is only an estimation for women with a 28 day cycle. More appropriately you ovulate about 2 weeks BEFORE the start of your next cycle. During ovulation an egg is released. This egg is viable for 24-48 hours, meaning that is the amount of time it has to be fertilized. If an egg is fertilized during this time it can go on and implant in the uterus. This is aided by the fact that sperm can live inside a woman's body for 4-6 days (depending on source cited). This is the reason that you must have sex before ovulation in order to conceive. Often around the time of ovulation the mucus excreted is almost like raw egg whites. This is to help the sperm move toward the egg more easily. If the discharge you are referring to is egg white like in consistency it may be because of sex but also because you are ovulating. So there you have it. Your chances of conception are highest around the time of ovulation because of the way it works.

How and Why? what do you mean how and why? Are you serious? It's called ovulation because your ovary just released the egg into the fallopian tube. You know ... the egg... the thing that the sperm has to enter to make a baby. So yes, you do have a greater chance of getting pregnant, but for the sake of the gene pool don't.

you are right about the ovulation time,,,,,usually it is 2 weeks after the first day of your period and the days before and after that are the days your most likely to get preg. and i'll try not to be too gross but the gooey stretchy discharge is your bodys way of telling you that it is the time to have sex if you want to get preg. ( because it is like natural lubrication)

well I can at least say that during ovulation your discharge is clear slipper after you have ovulated it becomes sticky maybe even white, and yes your chance are high ovulation is when your egg drops so sperm at this time can reach it and implant causing pregnancy
