Give them positive incentives. If they meet their work goals they get their basic salary. If they exceed them they get a bonus. Encourage the positive more than discouraging the negative.

You may be a manager, but you are not a leader. You need to direct the workers better. Perhaps a team meeting would help.

Is the work being accomplished in an acceptable amount of time? If the work is being completed, I would allow the social interaction. No one wants to work in a place where you feel isolated and alone.

Set up some sort of strike system. After three strikes terminate them. When you give a strike make sure it is in some type of written notice. I know the Microsoft Office site has a few templates that you can use.

Encourage talking AND working at the same time. Or if that fails, time to work and time to chat. If that STILL fails, do what the first guy said.

install filtering software at the gateway and u can decided who can chat who can't. If you have some it person , he can configure windows to stop chating and p2p soft wares .

institute a new incentive...work or get fired!

If your company has any sort of disciplinary action for non-productivity, write them up. They will start taking you seriously what they realize they could get fired.

sometimes workers digress because they are to close to one another try dividing their time with activities that help focusing or hire a focus officer or have focus meetings

SEPERATE THEM AND IF THAT DONT WORK GIVE THEM A WARNING . WE GOT THE SAME PROBLEM AT MY JOB CANT GET THE WORK DONE WITH ALL THAT GABBING IF I WERE THE MANAGER I'D WARN THEM AND THEN GET RID OF THEM THEY CAN ALWAYS BE REPLACED.
