A jumper can be on a hard drive, motherboard, peripheral card or other, here is a definition;

A metal bridge that closes an electrical circuit. Typically, a jumper consists of a plastic plug that fits over a pair of protruding pins. Jumpers are sometimes used to configure expansion boards. By placing a jumper plug over a different set of pins, you can change a board's parameters.

A jumper in technical PC computing terms is a palstic coated piece of metal for connectting two pins on a pc motherboard or to set different options on a hard drive or cd/dvd drive.

if you want to see one get a screwdriver and open up your PC, now unscrew oa hard drive or CD/dvd drive you should see one on the back edge of the drive. you can if you want to pull this jumper off the drive but remember where it came from so you can put it back. failure to put it back in the right place may make the drive fail to be recognised when you boot the system. i'ts better to take it from a cd/dvd as you can place it back over the pins labeled CS -Cable select and your system will boot as normal providing you put any cables removed back correctly.
if you remove a cable from your drive you will see on one edge of the cable a red stripe point to remember is that typicaly the red wire on the power cable and the red stripe on the data cable when installed correctly are effectively almost next to each other.
