umm.. is this from the preamble? it is talking about benefiting the whole nation.. by every aspect of life.. as is general, as meaning broad.. and welfare as in well being and stuffness.. and it is everyone because it is we the people of the united states.. blah blah.. ordain and establish the constitution of the united states of America

Promote the General Welfare of all persons, opposed to protecting the interests of a NARROW Section or CLASS of the population, Encapsulates what is most UNIQUE about the United States of America.....That is the only modern nation- state republic founded on this principle.

The framers of the constitution, in wishing to "promote the general welfare and secure the blessings of liberty for ourselves and our posterity," were trying to create a country in which the "welfare" (read well-being) of all citizens was supported and upheld. We have seen developments like the Food and Drug Administration, housing standards, safety standards, etc. as a result of governmental workers and representatives trying to uphold this principle. The framers were trying to establish this for "themselves" and their "posterity" (that's us, and all generations to come). Everyone benefits.
