I want to send an aloe vera plant to my cousin.

An aloe vera, being a succulent, will ship quite well. In fact, you don't really have to ship a rooted plant -- just send one of those little offshoots. But if you want to send a whole plant, let the soil dry out some, then carefully remove it from the pot and shake off the dirt. Wrap the plant carefully in newspaper, then put that in a box cushioned with styrofoam "peanuts" or shredded newspaper - anything to keep the plant from shifting around in the box. Ship it Priority Mail so it gets there ASAP. It should arrive fine.

Clean the soil off the roots by dipping in water and swishing around, use fingers to gently loosen the soil if needed.
Put the root system into a plastic bag while still wet.
Use a twist tie to close the bag around the top of the root system where it meets the upper plant.
Be sure it makes a good seal without damaging the plant or allowing the water to run out if the package should be tipped over in the mail.
Leave the bag with enough air in it too keep the roots from getting damaged in th mail.
Put plant in shipping box...waxed box if they have it...and gently surround with packing material if needed.
Ship it the fastest way you can...overnight if possible.
Send a note with plant care instructions for the recipient.

Keep some dirt on the plant, wrap the whole deal in some damp newspapers, line a shipping box with a plastic bag. The box should be cardboard, so the plant doesn't get crushed. Put the newspaper wrapped plant into the bag/box but don't seal the plastic bag, seal the box with tape and take it right to the post office and mail it PRIORITY MAIL or Express Mail if you can afford it. You can get all kinds of shipping supplies at a full-service post office now.

Depending on the plant...tropical or dry climate type. Prune to appropriate size, eliminate most of the leaves/greens & flowers...
soak the roots in luke warm water for 5 minutes, wrap with damp paper towel, seal/seal-a-bag entire plant(air tight), refridge over night or a few hours before transporting.

Wrap the roots in a moist, not soaked paper towel. Place it in a plastic bag the bag in a suitable container and gently surround it with tissue

Place some soil in a piece of canvas and wrap it up and tie it off or just let her buy one. They're a dime a dozen.
