It's crime committed by businessmen at work. Usually, it involves things like fraud, graft, or some other scam. The term comes from the white shirts businessmen usually wear under their suits.
As corporate corruption has become more and more obvious, the state has felt pressure to start investigating and prosecuting white-collar crime more often. Unfortunately, government agencies are still very reluctant to deal with corporate crime, which are crimes that corporations, as a whole, commit.

Let me tell you this:White collar comes from back in the day. If you worked in an office and never did manual labor you wore a white collar shirt. It stayed relatively clean.
If you worked doing something manually like for Example, mining or such, it was considered a blue collar job. That could almost be anything like plumbing also, and you wore a blue collar so when you sweat, it wouldn't show as much. (you know getting dirty from your sweat)
Now, white collar crime would be something committed in the work force where they do "white collar" kind of work. IE. fraud or embezzlement etc.
It could almost be anything so I just gave you the meaning so you could figure it out easier.

A good example would be the CEOs for Enron faking the books and causing upheaval in the company's financial status. Probably pocketing a lot of the company for themselves in terms of fake expense claims.
