The article of clothing I'm talking about has the fabric connected to the pants, wraps around him, yet doesn't cover 1 leg.

I'm not talking about a kilt. They fully skirt the body. What I'm talking about only covers about 75% around.

Are you thinking of a skant? skirt and pants as one garment. although I have only seen these worn by girls so far, I think that it is a silly look, for guys or gals, however I do have a couple of skorts (very short skirt with built in shorts) that are great alternative for guys that don't like the long capri length shorts and are a lot of fun to wear But I do feel that clothes have no gender, and can be worn by either sex.
