Probably because so many of them are afraid that Karl Rove will go after them. That, and they used to be afraid for the safety of their Congressional seats; some of them are now tip-toe-ing away from Bush because they are up for election, and they have the sense that some of their voters are smarter than they are...

The GOP is very big on party loyalty, way way more than dems. Don't be fooled by the distance being put between congressmen and the white house. Its just posturing for the election
