when they they mean in the ammenment that you cant burn the flag does that mean you cant burn it when it falls on the ground?

They mean in PROTEST.

I believe it's meant as in you can't burn it in a protest type setting. Burning a flag that has touched the ground should remain acceptable - although more and more people don't realize this is the proper way to handle such a flag. Shame more Americans don't know these things.

A flag can only be burned in an official flag burning ceremony which is usually held at your Local American Legion Post, even if it falls on the ground. They usually have these ceremonies at the Legions, called flag retirement ceremonies. If your an American, it's your flag too and you should respect it. Lots of people have died for those colors.

Burning the flag to dispose of it honorably if it is damaged or if it has been soiled (by touching the ground, for example) are two different things, just like slicing out a man's kidney is all right if you are his surgeon removing a diseased organ with authorization, and not some ghoul trying to sell it on the black market.

Burning flags to dispose of them should be done in a closed metal container (like cremating a human body) and the ashes buried or scattered respectfully. Search on 'flag disposal' if you need more details.
