He doesn't have cystic fibrosis or allergies. He was adopted so I don't know the genetics; is large for his age of 4 and weighs 66 lbs. He doesn't have fat rolls tho. He sweats heavily, drinks fluids constantly especially water. He is asthmatic after contracting RSV at 3 weeks of age. He gets albuterol and pulmicourt treatments almost daily and is on prescription expectorant. He sometimes needs additional prednisone (oral) to help clear him enough to breathe. I think he needs a pulmonologist; his pediatrician doesn't think it will help. Any suggestions?

Take your son to the doctor and ask for a sweat test. It is done to rule out Cystic Fibrosis. Also thats a genetic disorder so if it is that remember that any future kids can be born with it. Some peds docs ask parents if their kids taste salty when they kiss them. Another s/s of CF

Hopefully it is just a stage during developement.
I have asthma and occaisionally have to deal with too much lung mucus.
I use an expectorant to help the mucus travel up and out and drink lots of water too.
Also make sure he sleeps with his head elevated if it gets too bad. Make sure he coughs frequently to expell the mucus otherwise it can turn into pnuemonia.
It is always best to get a proffesional opinion. Your doctor will be able to help you out the best.

Does he have Cystic Fibrosis? Or has he been tested for it?

If he has asthma, that could also be the cause of the excess mucus.

Perhaps a few more details could help.
