Well....yes and no. He was given the yellow because he was "slowing the play" by picking up the ball. Technically, you are not supposed to touch the ball if your the team that committed the foul. However, when you see it, you see that Deco is trying to roll the ball to the place where the foul occurred, so it seems kind of ridiculous to card him. The real reason the card makes me angry, though, is because the Dutch player grabbed him and took the ball from him, while he was trying to roll it back, which should have been at least a yellow and a red in my book, grabbing a player like that. But he didnt get carded at all. So to make that play just, either Deco doesnt get carded, or the Dutch player also gets a card.

in no way was that a yellow card. it didn't qualify as killing time, he just picked the ball and cocou jumped at him. he quickly let go off the ball, and threw it in the right direction (if all players that held the ball for that long got yellowed whis wouldn't have been the most carded game ever).
what's even more unbelievable is how cocu didn't get the yellow card after grabbing and throwing deco.
that was among the worst decisions the referee made in the game.it seemed like deco was going to waste time, but he didn't. the referee was just too eager to punish time waste (and the ref's declarations showed a bit of bias that might explain this incident).
PS: i see some people saying he refused to give the ball away. he didn't, he just refused to give it to cocu and threw it back as soon as he could throw it past the dutch player. just watch the replay.

The second yellow was given to Deco for trying to kill time, which is an automatic yellow, ofr a player of his caliber the second yellow was pure stupidity on Deco, he knows better...his first yellow was an obvious call, a hard foul after Holland neglected fair play.

It's very obvious - he refused to hand ball back to the opponent right away. For the same very reason some keepers get yellow for time delay particularly in the end of the game if his team is winning.
