It was his way to make the best of the situation
If people make fun of you first it hurts
If you joke right back at them it makes it better
It was a word play to make it humorous
He also said --- Gee how did Bob Doles bag get on my plane - Dole advertised Viagra
He proved that he could make better jokes then the ones that would try to upset him

No I think he really was having the kind of problem his illegal medication was for. It would explain why he is so grumpy so much of the time.
