Depending on where you live and if there is a Dollar Store in your area.
Not Dollar General, the everything for $1 store.They carry everything from Maybelline to Bonnie Bell. I have even found Almay products there.
I think they buy discontinued or over stocked items from wholesalers in order to be able to sell it so cheap.
They don't always have the same make up. It depends on what they can get at the time.
If that doesn't work for you find an Avon Lady in your area. You can even go to the web site.
Avon always has good sales.
The last time I bought eye shadow from them was 2 months ago. I paid $2.99 for a shade dou.
Thier make up is excellent for the price.

The economics of eyeshadow!! Hear me out, but I would say go with MAC. It is very highly pigmented so you will use less of it than you would a cheapie brand, and it won't dry out, crack in the compact, fall on the floor, and make a mess like the cheap ones will.
Yes, it's more expensive. However, I have one color I've used almost every day for a year and I'm still on the first compact. So you can buy one compact from MAC, or 5 from Cover Girl in a year. Adds up to the same amount of $.

okay i hate covergirl i just have like something against it, and it made me break out, so i wouldn't recommend it, anyway i use revlon ones, they have like 4 colors or a pack and they are like $5 and i also use L'Oreal one to which are like $3 for one color but revlon is the best cause it has a lot i also use clinique which i loveeee but that one is $17 bucks for two color so that expensive

New York Color Duo Eyeshadows are really cheap ut they work really good. They stay on all day w/out reapplying and the colors are good. I use they light blue and dark blue one, but it depends on your skin tone and eye color which one will look good on you.

I personally like Maybeline. But Cover Girl is the cheapest but it breaks easy if you accidentally drop it.
