Minus legality, but including morality, security and economic interests, what makes a war between two gangs where innocent bystanders are shot different than a war between two nations where innocent people are killed.
In the end, aren't both subjects looking for the same thing.
Economic interests.
Security. They both want to protect their turf.
They both feel they have a duty to protect their own.
The results are usually the same just on a different level in terms of numbers.
What makes one so different than the other?

If you include morality, then at least the people who live in the country at war are citizens of that country. The government is representative of their interests, and the decision to fight a war should be based on preservation of a societal order from which they benefit.
(I know sometimes governments are run by tyrants and thugs who are not representative of the people and who do not provide for much societal benefit, but that is not the case in most countries).
With gangs, the gangs do not claim to be representative of their neighborhoods. They do not provide for the social benefit of the people who live in the community, rather, they provide for the social and economic good of the gangsters. Unlike governments, gangs do not build hospitals or schools to help communities.
No one has given 'turf' to a gang. Real estate is owned either by a city or by private individuals. Gangs rarely sell drugs on land they own, but rather land they 'claim' to be theirs (often by marking on it with graffiti).
What they are trying to do in claiming turf is establish a monopoly on the drug trade in a particular neighborhood. This would be like Wal-Mart declaring an area around the store a 'turf', and then attacking the operations of KMart, Target or anyone else who is 'invading their turf'.
The two are not the same.

Only Congress has the power to declare war, War has not been declared by Congress, the correct term is not used by Republicans.
Iraq is in fact a "conflict" just like Nam was. Iraq remains a conflict until Congress calls it war by a declaration of war.
As to your question, in the end Iran will control Iraq, no matter what we do. Iraqis hate democracy, they always have and always will.
Iraqis prefer a "Islamic Republic" form of Government, just like Iran's. The civil war in Iraq will last well over ten years as all sides in Iraq want control of the oil and wealth. That will not change no matter how many Americans die in Iraq.
We lost 58,000 in Nam and then "stay the course" was also used as a catch all. How many lost in Korea?

I could compare, to an extent, street gangs to terrorists, because they have no compassion where the shedding of innocent blood is concerned. They kill to prove a point. Bin Laden hates this Country, and it felt good to him, like he had control over us, when he was responsible of the deaths of innocent people on 9-11...
Were we protecting our "turf"?? Obviously not good enough, if those men came over here & lived, and learned our ways, and to fly our planes, etc..... Basically used it all against us. So, now we are involved in a war, that so many think it is senseless, but, why? The only reason I can think of is that people do not know all the facts. (& Im not saying you dont, its just in general)
We need to bring justice to the one responsible for our loss, which is why we are over there! Unfortunatley, we are up against "street gangs" everyday, while over there, but, the job has to be finished, that well hid, desert rat needs to be brought to justice. Our police force is in charge of controlling street gang violence, the same way as our Military is in charge of defending our Country, and controlling terrorist acts upon it!

The locus of sovereignty. Gangs have none, nations do. There are geo-political implications and considerations between nations that are lacking between gangs, which mitigate action and encourage diplomacy as a means to acheive a resolution to the conflict.

The only difference is in whether or not the opposing forces in the two scenarios take any action to try to ensure the safety of innocents caught in the crossfire.
