I think it really varies from woman to woman. I've lost about 30 lbs over 4 months, mostly from my waist and hips. I did lose quite a bit around my face, but I am still a D cup.

Well, I was 135lbs about a month ago and now Im 127. I did lose weight from my face but my breasts are still a 34DD.

It depends on the woman, her build and her genetics.

I don't lose weight off my breasts until I am almost anorexically thin. When I lose weight it comes off my face first, then my hips and bottom.
