if you want to be a good friend and you think that the one friend is going to end up getting the other girl hurt or in trouble then yes you should tell her but if its just that you don't like her then no don't just let her know that you are trying to look out for her and don't want her to get hurt or something and let her know that you are always there for her no matter what.

sometimes its better not to say anything....due to she may not believe you, but if the subject comes up while talking maybe hint or say something like " did you know......?"
