I mean gangsters, and also highschool students who don't study and just go and cause trouble.. like in california there's so many. they go to highschool i don't know for what reason.. cause they do'nt study at all. just dress in GANGSTA. . clothes and cause trouble and intimidate the people..even when they get out of school and go into buses, they do things like point lasers at people, drink beer and wine ( they usually go to the back of the bus).. and they write all over the bus and scratch windows. So if these guys and girls( some cholo girls) don't even do anything in school.. that means they are ready to work.. why not send them to the hot fields and put them to work.. of course supervised, cause we don't want our crops messed up..

It can't even be done with adult offenders. People who are already convicted and in prison. It has already been tried and the convicts sued and got the ACLU on their side, saying their civil liberties were being abused by having to work. The courts agreed and they didn't have to work any more. It was things like, raising chickens for eggs for food at the prison, running a bakery for bread to sell to stores, etc. If the courts were in favor of the adult cons, do you really think they would make kids do anything? Kids are even more favored.

Should they be under 18yrs. of age, yes. Above 18 send to Iraq They will grow up fast then.
