just tell her how you feel about her, or ask her how she feels about you, or if she considers you more of a friend than of a boyfriend. my bf called me and asked if i had a bf then asked if i liked him, then he asked me out!

you say: are you doing anything friday night?
if she says no: then say would you like to go to the movies (or w/e)
if she says yes she is busy, then say would you like to go out sometime? and if she says yes, then you plan from there. just be polite and not try to be all suave or anything dumb like that.
