Don't go with Amazon. They import Japanese edition cds, so an album will typically set you back $40.
I suggest buying Japanese albums from www.annyoung.com
It's main focus is Korean music, but they have a wide selection of Korean-version Japanese cds as well. Just check out their J-pop section or search for your favorite artists. The Japanese cds are typically $12-$16. (While the cds are Korean version, the tracks are the same as the Japanese versions, and the cover art and booklet are usually in Japanese, with a special Korean insert that has the translation.)
Annyoung also has fast shipping and great customer service.

If you can't find what you are looking for on Annyoung, then I would suggest www.YesAsia.com. They have a wider selection than Annyoung, but their prices are a little higher and are less efficient with shipping. YesAsia is especially good for getting Jpop posters and other fan goods.

Probaly online. Because there are not that many places in America, you know...

You can also just get a music-downloading program and try to get songs off of there, but if it is an American-based program then it will be hard.

Good luck!! By the way, I think SMAP's song "orange" is really good. =]

in your music store, perhaps? well, it's easy to get j-pop in my town. if you're searching for utada hikaru or ayumi hamasaski, their albums should be available everywhere. well, if you live in the states, i wouldn't know if they have it there. but, i live in southeast asia. so, it's pretty easy to find j-pop records.
