It was a big deal because Rockstar did not tell the ESRB about it, so the game got a lower rating. If they had told them, the game would've gotten an AO rating and could only sell them to people over the age of 18, which would make Rockstar make much less money.
And since the ESRB officially stands behind the ratings that they give the games, if they gave the game the wrong rating, it could get them in trouble too, and they didn't want that.

The ESRB is what saves video games from Congress, Rockstar deliberately undermined the ESRB's credibility and opened up the entire industry to further scrutiny. Personally, I think Rockstar should no longer have any ESRB ratings on their games. I can accept that users will make mods that could feasibly change the ESRB rating of a game, but the developer and publisher should only have material in the that's in compliance with the game's intended ESRB rating.

Rockstar decieved the ESRB, lied to the public and congress got involved. Notice now that we have various law bills trying to get through on video games, notice how we have Congress in our video game business making judgements on what's suitable, notice how we have the game industry fighting back. Notice that the ESRB are tightening their rules and regulations and upping their fines...Rockstar has really hurt the industry and because of it...we are all under watch when releasing games.

It wasn't very funny was it...

I loved Rockstar until I heard about that.
They're pretty irresponsible, and they lied saying it must be hackers because they were caught on the PC first... Then the consoles had it and they got busted...
Sorry I'm not answering your question- I own the trilogy for XBox but don't think it's on there... I haven't even seen it.

because its halarious that they even made that scene. I love GTA i have the new version of it... Liberty Stories... Awesome.
