Go to your star menu, click run, then type : MSCONFIG , and then run. This will bring you to the sytem configuration utility.

Click the startup tab, and disable anything that you don't need (Music match, messenger, photo shop, adware). Then reboot.

This next time you start you computer, the programs/adware you disabled wont start up automatically. They will still work if you start them from the menu though. Definatly helps out with getting rid of unwanted ads & reminders, and also conserves your computers resources, making it run much faster/smoother.

*Alternatively, you can also go to ADD/REMOVE programs, and try to find and uninstall the offending program. You can also uninstall programs you will never use, again, saving you computers space & resources.

Lastly, do a virus scan.

Download Google or Yahoo toolbar which has pop-up blocker built-in. The pop-ups you are getting are most likely from spyware in your computer, get rid of them by downloading a spyware removal program. Microsoft offers a beta-freeware program called "Windows Defender" which would delete your spyware in your computer.

Do not do a system restore. It should be the last thing you do when all else fails. Most of the Malware written in the last year or so Infect hidden files and system restore points. Go here and let this Microsoft MVP walk you through the proper procedure scan and removal.

Uh... pop up blocker?
Or it's possibly spyware. I recommend downloading spywarequake. Or just do a general search.

possibilities is that
1.)your popup blocker configuration for web browsing is not activated, try activating it (go to tools of IE then popup... you should know the restof the steps)
2.)problem still not resolved? try installing a third party software for it (yahoo and google has this softwares)

you got spyware or adware on your computer so install a firewall and antivirus with pop up blocker on your computer.

Down load and install Spybot and Adaware (both free) and get windows defender from microsoft too (free).......

Do a system restore to before it was happening....

go to start, run type in the box>> %SystemRoot%\System32\restore\rstrui.exe
