its used to smooth and ice surface for sports and entertainment, mainly hockey and figure skating.

It is a large machine, much like a truck that they use in Hockey and Ice rinks to smooth off the ice, for different events. Used more in hockey due to the hard use by the players.
The machine was invented by and made by the Zamboni family.
And they are still making them.
