Usually brown colored eyes show the person's ansesters were origonally from a place of a warm climate, where as people with blue eyes come from places of colder climates.
As an example, if I had brown eyes, my heritage may be from Peru, but if I have blue eyes, I may be from Poland.
To answer your question - yes. Typically, you'd see that. However, I'm sure some Hispanic-origion people have different colored eyes.

it is the bodys defense to protect the eyes from excessive sun... the darker the pigment the less light allowed through... and because most live in sunny tropical places mother nature protected them from excessive damage!
