Dear is good even in a business letter as in: Dear Mr. Smith: The difference in the salutations of the business and friendly letters is that the salutation in friendly letters ends in a comma and it ends with a colon in a business letter. It's a good way to begin and then you can tell them why you are writing and what you think about them in the body of the letter. Good luck!

If you want a personal response, make the letter personal - use his her name.
Think about your letter from the reader's perspective. Why should they do something for you? What is in it for him/her?
Keep it simple and short. No one, especially a busy business person wants to read a long letter.
Check for spelling and grammar. Make the letter very clean in appearance.

Dear is pretty standard, you may substitute To, as this is a business letter. You can find the various formats on line.

Its not a business letter, but an introduction...and you want something. So be PC, start with Dear So and So, use the proper name. Start off by saying "I wanted to take this opportunity to inroduce myself, I am ____________________ with ____________________ and I am interested in talking to you about a business decision I think you would be interested in."
You can replace decision with a much better word, opportunity....ect......
Make it formal and flattering, mention thier work in references....let them know you know who they are and what they are all about and stress why you would be a valuable asset to them ..... not just some schmuck trying to get in....ya know what i mean???
Be graceful and kiss assy, i know thats demoralizing, but it will make them take notice of you.
Good luck to you my friend.
