Boring answer - because the panels are mass produced for all applications. It would cost more to make 'specials'.

Legislation also generalises disabled access and requirements and rarely makes specific exclusions.

If you are blind you obviously need someone to provide transportation for you. It is designed this way incase someone that is blind is riding in the back seat. Just because someone is blind, doesn't mean they can't use an ATM!
