There are a number of ways to do this. First of all, the meta tags "are" still very important for a number of search engines. They still retrieve information from your "title", "description" and your "keywords". However, that's not the total picture. To ensure good ranking, you need quality content that is updated often. Then you need to "get yourself out there". How? Well, depending on what your website is about, become an "expert" on your subject matter. Join forums, offer advice and answer questions and always, always use a signature with your website URL.
These are all good suggestions, however, you still need your website to look professional and offer your visitors a reason to come back.

It take lots of work and months before you will see your site at the top of the search engines. Here are a few things you can check:
-Title Tag should be very few words and consist of the main keywords
-Description Tag should be keyword laden but appear normal as a normal description. Keep to 150-180 characters.
-Keywords Tag – keep this to less than 10 keyword phrases and only include those keyword phrases that are part of your web page content. List the primary keyword phrase first. The order of the keyword phrases matters. Plurals matter too!
-Header
Tag should be as close to the top of the page as possible and contain the main keyword phrase
