No, they add moisture to the air and they can't be adjusted to be any cooler. You're looking for an air conditioner.

Yeah. if you can find a way to cool the water down running through your seltzer pads.

Ice cubes? Not cost effective huh?

When I was a kid my grandad made a slopped awning over his "swamp cooler". Out of sheet metal. You could use fiberglass. Keeping the sun from directly shining on the unit kept the air coming out at least 5 degrees cooler.
