As long as it's normal masturbation, yes it's perfectly normal. I would suggest simply giving him his privacy and letting him do that in peace. It's not like you can really stop him from doing it anyway--might as well be pleasant about it.
However now that he seems to be sexually curious, you should probably start thinking about giving him the "birds and the bees" talk.

this is completely normal. please don't make him seem like its dirty or something. he is just exploring his body right now. teenagers have enough stress. they don't need their parents talking about their masturbation.
