I didn't know that either!
Like someone else said it's a dos command, so when you're using dos, it would be recognized as a command and not a folder, hence not being able to open the folder and windows, knowing it, prevents future problems by not allowing this.

In windows environment , you can't do that , because the base is matter of DOS and NTFS and FAT wont allow you that.
But there is no problem naming a folder "con" on Unix , linux or Solaris.

It is a reserved name like AUX and has been that way since the DOS days, also "con" means "console" which is a reserved name.

Not just con, (console) but also prn, aux, or anything else that has a special meaning in dos
