Put them in the same group. You might have them in two different domains. Depends on the version of Windows you are working with to get there, but you essentially want Control Panel/Network/Idedintification and check out workgroup. You need the same spelling and probably capitalization in both.
Also, don't use a cross over cable with the router. that will not work at all. You need straight cables with that. It does the cross over.

Also you must make sure that both computers are on the same work group and that you have file sharing enabled.
In XP home, For workgroup,
go to Control Panel, System, Computer Name tab, at the bottom select change, and name the workgroup what you want it to be.
Once you've done that you should be able to see both computers when you go to My Network places and "View workgroup computers."
Then you will have to make sure that file sharing is on and that what you want to transfer is shared. If you go to My Computer,right click on the C: drive and choose properties, then choose the sharing tab, you can set the root of C: to be shared which will share everything. If you don't want everything shared(it's dangerous) click on the individual folder that you want to share and follow the same process. hope that helps!

connect them both on the router (each with an ethernet cable, not crossover)
Add them both to the same workgroup
Open windows explorer on one of the computers and go to Tools->Folder Options-> View scroll down to the bottom and remove the tick from Use Simple file sharing. Then go to the folder you want to share and right click on it and then go to properties. then click sharing and select share this folder and click on permissions. select the permissions you want and click ok and ok again. (If you want all the folder to appear then share the entire disk)
Now go to the other computer and go to My network places-> Entire network->Microsoft Windows Networks->Workgroup and there you will see your two computers. Then click the other computer and the folder you shared will appear under it. That's it

Are they both hooked up to the router and able to access the internet?
Then just go to one computer, run the network setup wizard, and make sure file/printer sharing is on, and give the network a name. Go to the other computer and tell it the exact same name of the network (but make sure each computer name is different)
Then right click "my network places" and click "find computers"

Crossover cable: connect it to both ends of computer directly, goto my network places and select set up home or small office network .
using the ethernet cables, connect one end to pc and other end to router, and use same wizard...see if this will work. :)

Just know that if you do that, files won't be the only thing your sharing. It is possible if you computer gets infected with a virus, that it could carry over to the other computer over the network through the file sharing.

before each little thing close your firewall on both pcs. which will be finished through the firewall decision in the administration panel. Then connect both laptop. at the same time as both the pcs are proper roght click the folder you want to percentage and bypass to sharing and protection and verify the alternative percentage this folder on the community. Now from the different laptop open the window explorer and sort "192.168.a million.a million"(i.e. the IP address of the different laptop). it is going to on the spot for person call and password. enter the person call and password you take advantage of to login into the different laptop. The explorer will now reveal all the shared folders

I'm adding on to what John H said. He is 95% right, he just left out a big part...Norton Antivirus! We had that same problem. You would have to disable Norton Antivirus if you are running Windows XP. And to do that would bring your computers to their knees to viruses and trojans. Just be careful!
