Yes, you can view them. The easy way in IE is to go to Tools, Internet Options, Settings under Temp. Internet Files, then View Files. This shows the web pages, and you can view them offline.
This or you can sweep the Hard drive.

No, they're not "gone". A good computer forensics expert can recover them, particularly if you act quickly. On your own, you can try a pretty simple trick. Go to start/search and look for files and folders named content.ie5. In that folder may be several others with weird names. Inside these folders are lists of files, websites, pictures, etc. that have been viewed. You can get a pretty good idea what someone is up to online by viewing the files inside these folders.

The history is simply a record of all of the web sites you've visited. When you delete the history, the record is simply wiped clean. For the most common user there isn't a way to easily recover them. I am assuming some very high expensive date recovery software will do it.

Eventually everything that has been deleted from your computer can still be retirieved from the hard drive. There is the art of computer forensics that can recover everything or close to it.
