THEY DON'T MEAN THE SAME THING:

HOT = sexy
Slang. Sexually excited or exciting.

Well, technically they dont! And even in slang I dont think they do... Hot is a much stronger expression than cool

Actually, they dont. Cool means that it's neat. Hot means that it is so totally awesome!
