Cutting it shouldn't hurt the plant--unless the plant has very few leaves on it or is really small.

Cut and enjoy it. Roses need to be pruned back about 4-5 leaves down from the bloom regardless. They only bloom from new growing tips.

You should cut it. Just remember to cut it horizontally. You never cut the rose (or any other plant) straight across.

Doubt it would hurt anything. Only thing I can think of that would actually hurt them is diseases. Like black spot that I'm fighting with mine... : (
