Uh, if you don't have time to visit, how will you have the time to live in an apartment?
Your question is poorly written fella!
"ForRent.com" has listings for major cities.

You can hire an agent to find you available rentals. You can look online. Do a search for the city and apartment guides. You may be able to find free apartment listings. I would suggest moving there and staying in a weekly rental motel until you explore the city first though.

Through a local real estate agent. They get paid by the owner to find a tennant.
If you're looking in Southern California, especially Orange County. Let me know.

Start with a newspaper from this city, look in the classifieds. If it is a bigger city, there is also the option of the internet. Make lots of phone calls and leave your name at as many places as possible.
