I want to know if a package could have been sent to the post office and not delivered to me (maybe the notification was lost) and if the package is now in the dead letter office? I also want to know how I could get that package. Do they send out secondary notices?

Yes, but it is easier to go to Post Office & ask them if you had mailed delivered. Make sure it is your post office. I have a post office 2-1/2 miles from home but my post office is 7 miles from home. Your Postmaster should be able to help you.

if the package has a tracking number,, it should have been scanned as dead letter/parcel by the clerk or carrier who sent it back, this way, jsut bring in the tracking number and they should be able to tell u when it went to the dead letter office,,if it didnt have a tracking number, then it supposed to be manually entered in a log book, but that isnt always the case, believe me, i know, i work for the p.o.
