1 standard deviation range is

74-13=61
to
74+13=87

So any score between 61-87 is 1 standard deviation of the mean 74. So a 62 is in that range.

Yes. Just add/subtract the standard deviation from the average to find if you are within 1 standard deviation.

yes if you meant 62% as the average minus 1SD comes to

74 - 13 = 61
