My last card which cost about $80 had a fan that failed. The fanwould cost about $22 so I just put that toward a new card.

Slowing down and speeding up is normal as the fan responds to the cooling needs of the card. A noisy fan, however, is not good. You may have to replace it (the fan, not the card).

This noise could be normal. However, I would recommend that you contact your hardware vendor or their technical support to get the problem diagnosed. Dont take risk on such a Graphics Card. It could be really expensive getting a new one if this one goes bad due to negligence. Sorry, dont mean to scare you, but precaution is always better.
