Someone not involved with the assasination. There have been many scientific studies and for someone to be on the grassy knoll, they'd need to be 20-30 feet tall or have a really tall ladder, which someone would have reported.

There were probably some railroad workers behind the fence along the ridge at the top of the "grassy knoll" ....but no assassins. The many many stories are fabrications by various hucksters out to make a buck. The two bullets that hit JFK were both fired from behind and above, about 4-8 seconds apart.

Well actually, the people on the grassy knoll were mostly kids that had been playing and when the shots happened ran for their parents. Other than that, there were no shooters on the knoll, but there were multiple shooters.
