From what I can seen, I think this designer has the ability to produce a professional looking logo for you. Although judging by the presentation of his work, I would say he's still a design student or a recent graduate and for that reason, you shouldn't really be looking to pay a professional fee.
One thing I would emphasis you do is get him to draw up a freelance contract. This protects both you and him as you enter your new business relationship.

He seems to be new in this field. With a website under construction and only 23 samples, it seems like he hasn't done much work in the past. That is just my opinion. I have been in the art field for 13 years and I have hundreds of pieces done. I am not a graphic designer, but if this guy has been doing logos for a while then he should have more than 23 pieces to show.

I wouldn't necessarily count his 23-piece portfolio against him; he just may be selective. I have been working professionally as a graphic designer since the late 1980s, have produced probably thousands of pieces, and I have only 27 pieces in my online portfolio.
I did not look at his entire portfolio; the PDF was so bloated I figured I'd be dead and turned to dust by the time I got to page 22. The first pages were all right but that was only for one client, with one 'look'.

Ok, lets forget the fact that this guy may be new to this design stuff and give him a chance.
But first remember you are the customer. You found him. Is the price right? Get him to draft some ideas for you to give you an idea of what he can do.
Are they what you are looking for? Is the price right?
If yes to both of these questions then go for it.
If not then find someone else.
Try a local print shop. May be they can give you a design on paper and then give you a gif or jpg version on cd.

theres no sure thingy as the more year u work the better u becomee. or the more work you have work on...makes u better.
i am a recent grad from a design scool in s'pore,
the bottomline is talent and creativity.
C'mon...everyone has got to start somewhere...

Its...still underconstruction...
First of all if you know using Adobe Photoshop ... Flash... Html..asp..etc.. its really Good..
Being a web-designer a person should have lots and lots of ideas... It helps a lot..
