They shouldn't be allowed to do so.
Not just political but other prisoners as well. Clinton pardoned one of the biggest tax cheats in history because he was a campaign donor.

Hey Rock Hunter, Marc Rich was also a client former United States Vice Presidential Chief of Staff Lewis "Scooter" Libby. Libby served as Rich's lawyer as far back as 1985 and charged him US$2 million for legal fees.
Federal Prosecutor James Comey was critical of Clinton's pardons, he could not find any grounds to indict him on.
