Lazy I guess, or their rebels and just don't want to follow the rules. I remember working at McDonalds during a rush and when they ended there was a long line of soda cans on the curbs, right next to the trash can, leaving yours truly to clean it up.

Don't forget the smokers that fling their cigarette buts out of the window. Cars come equipped with ashtrays try using them.

So Janitors and sanitation workers will have something to do... if it NOT for your so called "litter" these people would be panhandling! would you rather have litter or beggars?
