If you want to download music straight from your phone, then yes, you need a VCAST subscription to do so. However, you can play mp3 files for free on your phone since it has a built-in mp3 player. To do this, you need either a MicroSD card or a data cable. Also, you will need to enable MP3 compatability on your phone because it is turned off by default. To do this, follow these directions:
Go to: MENU, press 0, code is 000000, then select 11. Music Settings, and change it to MP3 Enabled.
Then you can add your own mp3s and play them!

You don't need the VCast package to play your own music on the phone and you do not need to do anything with your phone. You just want to make sure your computer has Windows XP and Windows Media Player and the USB cable and drivers (which come with the cable and entertainment pack) and you can transfer songs using Windows Media Player
