The US Census has a lot of flaws. One of them is mixing the race with the culture. So they talk about
white non hispanic
latino/hipanic
african american (black people)
native american (indians)
asian (mongols)
(latino/hispanic) is a culture, fuzzy defined, not a race.
(white non hispanic) they mean white people born in US or Europe.
A brazilian would be considered latino according to the census, no matter the skin color. A portuguese would be white non hispanic.
I know, that system sucks.

Latinos/Hispanic are people who speak Spanish but are not from Spain. Portquese and Brazilians CAN be considered this, but I don't think they don't see themselves as either. White is just a skin color and distinct features. If a man was black skinned and from Brazil but mute, how would you describe him? Black of course. Culture and language always distinguishes it's self from others but they way someone looks is how you have to describe them.
