Since the only way we mere mortals have to judge presidential honesty is based upon either history (before our time) or media (during our lifetime), we are left in a sad state to decide given the haze of history and the bias and political affiliations of media. (See J.F.K. and Marilyn Monroe to confirm this.)
What we are left with, then, is subjective opinion and an instinct of sorts within our selves. Having only that to go on, I would say that before my time I would name Lincoln and Eisenhower. In my lifetime, only one comes to mind: Jimmy Carter--and we all know how the Republicans and media killed this good, honorable, and down-to-Earth man.

100% honest? nope. Politicians can't be 100% honest or they'd never get elected.
All would lie and lie again if they thought it would help the nation. Every president made bad decisions. Lincoln suspended habias corpus. Roosevelt sent citizens of Asian decent into concentration camps. Kennedy authorized the Bay of Pigs, and escillated Vietnam.
None, however have surpassed the current occupant. The disasters brought about by this administration and their lies will be felt long after we are gone.

George Washington, remember he chopped down the cherry tree and couldn't tell a lie about doing it. Myth, but how do they start? He wasn't the easiest person to deal with, according to a new book on him.
Then, there's Honest Abe. He was about as honest as he was tall, and I guess it made him a poor country lawyer until he got into politics, which didn't make him rich, either.
Seems to me about half have been more or less honest and half less so, but none have been outright crooks, exactly. Even poor maligned Mr. Nixon.

Dwight Eisenhower, he was the first president I remember and the only thing that people complained about with him is he played to much golf. Gerald Ford, but he pardoned Nixon, and Jimmy Carter I think was honest.

Truman, Eisenhower, Kennedy. they were greater than you can imagine:
As the “father” of European integration, Jean Monnet, put it, the American insistence (during their presidency) on European integration “is the first time in history that a great power, instead of basing its policy on ruling by dividing, has consistently and resolutely backed the creation of a large Community uniting peoples previously apart”
And believe me Monnet knew much more than anyone in this forum about the background of the politics. This presidents were the most honest men in political history of Western civilization.

It makes me laugh to hear people whine about dishonest politicians, and wish that they could vote in an honest one. A politician is supposed to lie, and lie well. the system is deigned to select for this. The candidate who can lie well enough to enough people gets the votes and wins. this is good. Your politician is your representative. If you were going to court and might be facing serious sentencing if convicted how honest do you want your lawyer to be.I want a politician who can lie well enough to make himself rich and to make all the rest of us rich also, and hopefully keep us out of wars, because wars are expensive, a good liar might be the only thing that might save us. Bush is not a good liar because we all Know that he is a liar and he keeps getting caught lying

i used to think Franklin Roosevelt was honest, then i read up on his decision to intern Japanese citizens in America. very bad move.
he's of Italian descent..America was fighting against a facist Italy at the time.
he should have had the balls to intern his own kind if he wanted to play fair.
he's not honest.
nobody in America is honest.
the last honest people in America were the Native American Indians..god rest their souls.
