Learn HTML (ex. www.w3schools.com)
Get a domain name (ex. www.cheapdomainnames.com)
Find a server to host your page (ex. www.godaddy.com)
Use your html knowledge to make the web pages using notepad (or some html editor).
Put the pages your server.
Point your domain name to the web page.
The sites listed previously will have greater detail.

you get a hosting plan, a domain, and other stuff, like know what the site is going to be about. sorry not a lot of info.
