is it true that to become a cop, maliman, etc you have to take a test to make sure you are smart enough, but not too smart (just an average person)

i was talking more low-level civil service jobs like cop and mailman, nothing for a corporation etc

Not all civil service jobs require tests. I work for the FAA and there are not those kinds of tests here. Federal jobs are posted on the internet. Go look for them. Start at faa.gov for faa jobs.

As far as I know you have to study for the test and also have a perfect driving record.
