There is a product called Bio-Oil which is recommended by the medical profession for reducing scar tissue. Also pure vitamin E oil is also good for scar tissue. Neither are cheap but they do both work as I know people who have used them. Bio-Oil is also really good at reducing the appearance of stretch marks. Scar tissue has no melanin in it so it is also really important to wear a high SPF cream on any scars exposed to the sun.

I WOULD USE BERT BEES LIP TREATMENT.
Beeswax Lip Balm
WHY IT WORKS: This is our most popular product of all. It’s packed with protective ingredients such as ultra emollient lanolin and almond oil to help soothe cracked or chapped lips. You can use it on healthy lips for a little peppermint tingle. You may want to keep one in your pocket, one in your desk and one in your car. Soon, you’ll hold them close to your heart. They’re available in the old-fashioned yellow tin or in a post-consumer recycled plastic tube.
HOW IT WORKS: Apply balm liberally to lips as often as needed, particularly in dry, cold or windy conditions.
.30 oz. tin, .15 oz. tube

Hmm, maybe try what my grandma used when I had chicken pox scabs and scars. Vitamin E and lecithin. That would be the mildest, natural form I can think of. You did not say if they were recent scars.
