Because they are seeing the body of the girl wearing them, and are attracted to the girl. They also realize how little fabric and clothing is between them.

Its not so much the bra and panties, but what is often contained within them. The prize inside is the best physical parts of a woman. Some never get past the bra and panties, so they obsess about them.

You have to look a little deeper than fetishes. We boys are denied our emotions and feelings growing up and breasts and lingerie are the symbols of femininity and feelings which we feel we've been denied. Of COURSE we're attracted to them, the side of our personalities we've been missing! Panties and bras make us feel feminine, softer, more receptive, more a whole human being. It's not a perversion, it's natural and desirable. We can be men, too, but every coin has two sides.

Boys going through puberty tend to see these items as sexual objects. They grow out of it eventually.

eh there are still so many that dont grow out of that habit. i thinks its because its hides what we have and just knowing this attracts them to it...hehe lets wear no braws and have saggy boobs for awhile, that will turn them away
