There are baby proofing products especially for this reason. I suggest going online and searching. Use www.leapsandbounds.com as a starting point. They have a pretty good selection of baby proofing things.

open the window to were the opening is smaller than your childs head and get a piece of wood that is the span from the top of the open window to the top of the frame and place it there so the window can not open any larger than the stick will allow, works with my boys.

Double hung windows, just open the top sash and leave the bottom one shut. I know its expensive to replace windows, but what value can you put on your child

easier yet if they are double hung windows, the kind that have an outside and inside sash that go up and down, just pull the outer or top sash down to let air in.

go buy some 1/2 inch rebars and install them across your windows. It will look like your in prison but it works!

They have these security 'bolts' you can put in your window frame to keep it from being opened very wide. These would allow you to keep the window open but the kids can't get them open far enough to get themselves through.
